Create Zookeeper lock factory

Parameters:

connectString - Zookeeper connection string

lockId - which should identify the job and the table

sessionTimeoutMs - Session timeout in milliseconds

connectionTimeoutMs - Connection timeout in milliseconds

baseSleepTimeMs - Base sleep time in milliseconds

maxRetries - Maximum number of retries
